CostTypes class
The types of cost that are included in a COST budget, such as
tax and subscriptions.
USAGE, RI_UTILIZATION, RI_COVERAGE,
SAVINGS_PLANS_UTILIZATION, and
SAVINGS_PLANS_COVERAGE budgets do not have
CostTypes.
